No, seems to be a cross between duct tape, tool dip and JB Weld. It's 'soft' to a fingernail.

Exactly,there is absolutely nothing wrong with pex coming out like that as long as it's protected from the concrete and not leaking,NOTHINGNo problem according to sparky!
