A fuse is not a capacitor. Measuring capacitance is different than measuring resistance. Yes, a capacitor may read incorrect capacitance if either leg is hooked to the circuit. A fuse however only needs one side disconnected to test it's resistance.
Yes, different tests. Yes you need to remove a fuse from the circuit.

Tell me why, if you disconnect one leg of a fuse, why the other can't be connected to measure resistance?
