Default Rust-coloured water coming from shower head

Hello, and thanks in advance for any help and suggestions offered.

There is rust-coloured (orange, sometimes darker) water coming from our shower head, but not from the tub faucet. It only happens when the shower hasn't been used in a few days or a week (this is a vacation cabin so it's not used every day) and you pull up on the diverter to redirect the water from the faucet to the shower head. And, it only lasts for a few seconds before the water runs clear.

The back story is that the original cabin was completely destroyed in a fire and a new one was built on the same cement pad. Brand new from the ground up. Builder is claiming the rust is coming from the original water line into the building (obviously all plumbing inside is brand new). I'm calling BS because the original cabin never saw an ounce of rusty water in the 35+ years it stood. And, there is no rust water coming from any other tap or toilet in the building. I believe whoever ran the plumbing for the tub/shower used a galvanized or iron tub spout nipple or some sort of other non-copper part. Builder denies it and refuses to investigate further.

Questions:

1. Any plumbers agree that's probably the issue?
2. Should this be fixed? We can live with a little rusty water for a few seconds but will this improper piece cause problems? A leak?

Mice/rodents are getting into the pipes, the discolored water is from their urine and feces reacting with the metal in the pipe/faucet, and then sitting for a few days.
So you may think you’re getting clean by showering, but you’re actually getting covered in animal waste.
