Default Looking for logical answers

Recently took over a residential remodel job that the last contractor was relived out hit duties. I was curious as to why they took every cutoff in the house and capped the stub out of know that they're gonna have to put a shutoff valve at each one of these points... Why would someone do this?

The hitman contract was relieved? No wonder he left a bunch of "cutoff" body parts in the house when he capped the poor schlub.

Sounds like somebody else needs to be relieved of their duties if they are this clueless.
