In Florida, water softener companties don't need a plumbing license to install their equipment. Not sure if they legally need to have a plumbing contractor cut a tee into the potable water service or not, but after that tee is cut in, they can install equipment without any plumbing company credentials.
Here in Newfoundland plumbing is an unregulated trade for some reason. The only thing requiring a license is to pull a permit in the City of St. John's. Everybody and their brother are Plumbing "Professionals".
