Default Can't get Eljer sink knobs off.

Hi there.
My bathroom faucet is requiring a lot of force to turn both hot and cold taps off. The assembly is from 1979, ELjer faucet, with hot knob on left, cold on right and faucet in center. After prying the top cap off the hot and cold, I loosened the screw holding the clear plastic knob on. They came off very easily. Under the knobs however is a hex peice that I cannot figure out how to remove. Please help.
1) There is no hole for an allen key
2) The metal peice is all one peice (upper hex cannot be removed from lower half).
3) I tried prying it off the twisting base but no luck.
