36 STATEMENT
37
38 This bill revises the qualifications that a person needs to meet and

40 to qualify, a person must be a citizen or a legal resident of the United
41 States and have been engaged or employed in the plumbing trade for
42 a period of five years. Four of those five years must be spent in a
43 plumbing apprenticeship program accredited and approved by the

46 law requires a person to have been engaged or employed in the

plumbing industry for a period of 1 five years and does not require a
2 person to spend four years in a plumbing apprenticeship program
3 accredited and approved by the United States Department of Labor or
4 to be a citizen or legal resident of the United States.
5 The bill also provides that for four years following the effective
6 date of this bill, under certain circumstances, a person may qualify to
7 apply for a license as a master plumber without having to participate
8 in a plumbing apprenticeship program accredited and approved by the
9 United States Department of Labor. Those circumstances apply if a
10 person presents evidence satisfactory to the State Board of Examiners
11 of Master Plumbers that the person had been employed in the
12 plumbing trade or enrolled in a formal plumbing apprenticeship
13 program on or before the effective date of this bill. Such employment
14 or enrollment shall be credited up to a maximum total credit of four
15 years.
16 In addition, the bill stipulates that the State Board of Examiners of
17 Master Plumbers shall keep a register of all applications by individuals
18 registering as journeymen plumbers and apprentice plumbers enrolled
19 in a plumbing apprenticeship program accredited and approved by the
20 United States Department of Labor.
