Default Florida's fire codes

Helped another plumber friend of my a few weeks ago top out a 2 story duplex. The upstairs bath had a shower and bath tub back to back on an outside wall, or to clarify it was on the gable end on the rear of the unit. The drain end of the tub was positioned to the right outside wall.
This job I thought should by now have the drywall hung and plastered or maybe even farther along than that until my friend called me today.
He told me that the framing inspector failed the framing inspection for one reason. That the tub and shower upstairs should have fire rock installed behind them. I thought that this only applied if the bath units were placed on a party wall or a 1 hour rated fire wall. He said the tub downstairs on the outside wall was ok. WTF is up with that? My friend told me that the vinyl siding went right over the tub access. This is going to be a pain for my friend to fix. The blue prints did not specify this wall as a fire wall.
Anyone ever heard of such before?

I never heard of that. We always rough tubs in where there is open attic space on the other side of the wall or being on an exterior wall any direction. I'd say show me the code.

If the blueprints don't spec it, ask the inspector to site a code section.

Is it public housing? Maybe the commercial fire codes apply? Dont know..it is Florida.

Just speculating, but I think townhomes and duplexes should have a fire wall between them.

Most of them do from what I've seen. Check the Florida building code: building and see.
